Charles Boulakia is a principal in Smart & Biggar’s Toronto office focusing on preparing and prosecuting patent applications within the biotechnology, pharmaceutical, chemistry, biofuel, and oil and gas sectors. He provides clients with IP due diligence, validity assessments, and freedom to operate opinions. Additionally, he drafts and negotiates license agreements and offers advice on pharmaceutical regulatory law, including strategic guidance on the Patented Medicines (Notice of Compliance) Regulations and certificates of supplementary protection.

Actively engaging with the legal community, Charles holds positions as vice chairman of the AIPPI standing committee on pharma and chairman of the patent committee for AIPPI Canada. He is a member of the discipline committee of the College of Patent and Trademark Agents (CPATA) and frequently guest lectures at various Ontario universities. Devoted to community service, he provides pro bono IP law advice to multiple organizations.

Charles has been consistently recognized in The Best Lawyers in Canada for intellectual property law and listed in The Canadian Legal Lexpert Directory. In 2017, he received the G. Raymond Chang Outstanding Volunteer Award from Ryerson University (now Toronto Metropolitan University).
