Practice Group Leader of the firm’s Litigation Group and member of the Energy Group, David Stevens specializes in regulatory and commercial litigation with an emphasis on energy regulation in Ontario. With nearly two decades of experience, David provides strategic advice to gas and electric utilities, as well as other participants in Ontario’s electricity market, on various regulatory and commercial issues. He is known for his representation before the Ontario Energy Board (OEB), where he handles ratemaking applications, policy consultations, compliance matters, licensing, Measurement Canada issues, and regulatory strategy.

David collaborates closely with energy services providers to ensure their business practices and documentation comply with legal requirements mandated by the OEB and other government bodies such as Consumer Services and Measurement Canada. His advocacy has been recognized at all levels of Ontario courts, including the Superior Court, Divisional Court, Court of Appeal, and he has also appeared before the Supreme Court of Canada, Federal Court Trial Division, Competition Tribunal, Ontario Securities Commission, and the Commissioner of Mining and Lands (Ontario).
