Dominic Belley is a seasoned tax litigator renowned for his extensive experience and expertise in tax matters. As co-chairman of Norton Rose Fulbright’s Canadian tax team and chairman of the firm’s pension plan, Dominic brings a wealth of knowledge and dedication to his practice. He has skillfully represented clients against federal and provincial tax authorities across a variety of cases, including civil, commercial, criminal, and constitutional matters.

Dominic has appeared in numerous courts across Canada, including the Court of Quebec, Quebec Superior Court, Alberta Court of Queen’s Bench, BC Supreme Court, Ontario Superior Court of Justice, Quebec Court of Appeal, Tax Court of Canada, Federal Court, Federal Court of Appeal, and the Supreme Court of Canada, with appearances in the latter on five occasions. His remarkable track record includes over 200 cases argued on behalf of clients in seven Canadian provinces.

His areas of focus are diverse, covering income tax, GST, fuel tax, Aboriginal tax, land transfer duties, collection measures, protection of tax information, judicial review, and pension plans. Dominic is particularly recognized across Canada for his expertise in rectifications.

Alongside his practice, Dominic contributes to academia as a teacher at the University of Sherbrooke and HEC Montreal. His thought leadership extends internationally, having published articles and delivered speeches on tax topics in countries such as the US, UK, France, and at the United Nations in Geneva, Switzerland.

Further cementing his influence in the legal community, Dominic is a member of the bench and bar committee of the Federal Court of Appeal and the judicial advisory committee of the Tax Court of Canada for federal bench appointments.
