Dražen Bulat leads Miller Thomson’s national procurement, construction, and infrastructure law practice group. With a focus on developing and drafting “front-end” procurement and contract documents, such as tender documents, RFPs, and various contracts, Dražen is renowned for his expertise in procurement law and the Ontario Construction Act. Representing both owners and contractors/vendors, he skillfully navigates disputes involving procurement, contract negotiations, bid disputes, priority claims among lien claimants, owners, and mortgagees, as well as construction-related issues that may arise during a project’s lifecycle.

With extensive experience across the construction industry, Dražen’s expertise includes work on P3s, large commercial developments, public utilities, healthcare, and educational facilities. An accomplished author, he has contributed to numerous journals and trade publications. As a lecturer for the Toronto Construction Association, he also co-authored the “Construction” chapter in Business Laws of Canada, a WestLaw publication, and is a sought-after speaker at industry conferences and seminars.
