James Kelsall is a partner in McCarthy Tétrault’s Real Property & Planning Group in Toronto. His practice focuses on infrastructure and project development, with an emphasis on structuring, procurement, delivery, and implementation of major construction, energy, infrastructure, and development projects, including under the public-private partnership and progressive delivery models.

Some of James’ recent experience includes acting for Infrastructure Ontario and Metrolinx in respect of the Province of Ontario’s subway expansion program in the City of Toronto, including the Scarborough Subway Expansion and Yonge North Subway Expansion projects. He also advises these organizations in respect of the Province’s Transit Oriented Communities Program, which encompassed the structuring, negotiation, and implementation of a variety of projects under the “direct deal” framework.

James also advises private sector clients on the structuring and delivery of energy projects, as well as the development and negotiation of construction project documentation. Along with his legal advisory work, James has guest-lectured on project procurement, structuring, and implementation at the Schulich School of Business and Osgoode Hall. He was called to the Ontario Bar in 2013.
