Paul Seaman is a distinguished partner at Gowling WLG and leads the firm’s national Indigenous Law Practice Group. Based in both Toronto and Vancouver, Paul brings extensive expertise to complex constitutional, regulatory, Indigenous, environmental, and other public law matters.
Paul is nationally recognized for his Indigenous law practice, particularly in projects and transactions where the Crown’s duty to consult is pivotal. He provides highly respected legal representation during formal regulatory processes and in government-to-government as well as commercial negotiations involving Indigenous communities, industry stakeholders, and all levels of government.
Paul’s litigation experience spans appearances before the Canada Energy Regulator, as well as all levels of court across Canada, including Superior Courts and Courts of Appeal in Ontario, British Columbia, and Alberta, the Federal Courts, Tax Court of Canada, and the Supreme Court of Canada in prominent constitutional law cases.
He has advised on numerous large-scale resource development projects and high-profile litigation involving mining, oil and gas pipelines, LNG, forestry, electricity generation, and transmission projects throughout Canada. Paul’s practice also covers Indigenous citizenship and governance-related matters, making him a versatile advisor for a wide range of legal needs.
